Security account takeover

My mum's email address has had an unknown phone number and password assigned to it. We can not reset password because the only option is to test fake mobile. It does not give any other security question options so I am assuming a fraud takeover. How do we report it and stop them using email/account as searched everywhere and all help topics lead back to logging into your account which we can not do and no phone numbers to call. A vicious circle!
