Security Check Prevents Me From Changing Our Bank

Need to change our bank. Security check wants to send a text. Our landline does not accept text messages. Tried to change phone to my cell which does accept texts. PayPal won't let me change my phone. Went through Message Center and answered all security questions correctly. But still, security will not allow me to change our bank. It appears all is blocked and wants me to wait. How long? If Paypal puts people at the center of everything they do, apparently there is not much happening in the center.
