Sandbox Business Account verified, yet i have "You haven't provided a tax ID number."?

Hello.
I have sandbox account, which does have correct_email_sandbox app, where i test my payouts.
According to Status in Account Details account is verified, yet i can't do payouts, because for every payment item i get "This transaction was canceled. To prevent another canceled transaction, please confirm your identity here - https://www.paypal.com/webapps/customerprofile/summary.view" reason.
How can i fix this?

Ok, looks like i finally could set some random tax id number(after some weird error, like in attachment), and payouts now works. I'll close topic.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
