SMS for login, who pay?

Now Paypal got the "smart" idea to force to get an sms "text message" any time we try to login into the site (unuseful, in my opinion). I am wandering: who pay those sms (aka text messages)? I don't wanna spend 30 cents of my phone credit any time I login into my account on my PC.

I don't pay anything as its all in a monthly payment.
