SMS account verification code

Trying to verify my mobile number and I’m not receiving SMS text for the code. Called PayPal who said it was my Rogers carrier. Rogers states that PayPal verification system isn’t working in Canada. It’s on PayPal’s end. I then tried Virgin Mobile and the same issue. No SMS code. Because my account isn’t verified with a phone number my subscriptions (payments) are being denied. Called PayPal only to be told to link a credit card. Why Do I need PayPal if I need to use a credit card?? So many issues with PayPal now!

I did and still didn’t work. I also tried a different mobile number and carrier. Still the same issue. Called Rogers and Xplore Mobile who both said PayPal’s verification system is not working in Canada.
