Resolving my account

Hello I am in a sticky situation,

I have recently received my birthday money(I'm only 17) and asked my Mum to send it to my account. She accidently sent it to

my old account which is restricted, which I don't know why. To gain access to sending the money back to my Mums account I 

must confirm my address and Identity. Neither of which I can do because I don't have access to such documents as a 17 year old. 

I am aware it was stupid to make my own account at 17 but lot's of people my age do it. Now my birthday money is stuck in an

account I cannot use. I am kind of panicking right now because it was a lot of money. What do I do?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be locked for further use.
Minors can’t enter legal contracts so you may not have any recourse to get your money back until you were 18, unless you contact them and request funds being sent to a parents Paypal account, not guaranteed however.
