Problems with authentication questions, how to reset password? HELP!

My mother can't access her PayPal account. She was trying several times, probably she entered the wrong password and now to reset the password she can't receive an SMS on the phone number attached to account since it was many years ago and now she doesn't use that number already, another option is to answer to 2 questions she is trying with all possible variations but maybe she is entering something wrong during spelling since she has the answers (it is the name of the dog and parent's middle name) but maybe she spells wrong way. The big issue is now she can't access her account, what can we do?

I really do not know what to do, there is no way to contact them no e-mail (do to COVID this option is unavailable!!! I can't call them since the account owner should, but she can't speak English((((
