Problems Closing Account Because of Non Existent Negative Balance

Hi everyone!
I hope you can help me. I moved from the Philippines to the USA and apparently you can't migrate an account to a different country. So the resolution is that I close my account and open a new one. However when I tried to close my existing account, it tells me I can't because I have a negative balance. However I checked and I don't have a negative balance. In fact I have $2.12 in my account. Nothing in the FAQs tells me how to close it. Is it a bug or something? I hope you can help me.

You can't close it with a balance of any type still on your paypal account.
So send it to a charity or a friend etc and then you may be able to close it.
Advice is voluntary.
