Problem with phone number when creating account

Doing this behold of my friend since he can't make an account. He's from Slovakia.
He is trying to create a PayPal account which requires him to give he's phone number. However, it starts with 0 and when he submits it, PayPal automatically inputs the start with 9 so he doesn't get the SMS code.

Welcome to the PayPal Community! If your friend lives in Slovakia, he should be able to make a PayPal account on his own with his own local number as PayPal is supported in Slovakia. If your friend is running into issues creating an account, I'd recommend they reach out to our support teams by clicking on Contact at the bottom of any PayPal page. Unfortunately, you cannot assist your friend with their account issues, they need to reach out.
