If I’ve had a previous Paypal account, can i create a new account with the same name and same SSN but different email? Plz help

You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type then you risk them being limited.

Best to close the other one first.

What if I cant close my previous personal account... which is why i created a new personal account with the same SSN

If you can't close it because its limited then normally you are not allowed to open another paypal account.
