i moved from one country to another 8 years ago used PayPal until I got scammed. Now I have purchased something that I can only purchase vis PayPal (mores the pity).  Already I have problems, they still have old country number, even though I was scammed in the new country with my new number, but I cannot authenticate anything because they are using my old number for security!!!  I have logged in over 20 times to try and rectify this but with no luck.  I have followed instructions given but nothing works......please help!!!

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
