Paypal mobile number requirement

I am trying to log in to my Paypal account to confirm whether or not they sent an email to me -- standard practice in an age of phishing -- only to discover that I now have to give them a mobile phone number as part of a two-factor authentication process. I'm still waiting for the confirmation code I'm supposed to enter, and it's been at least an hour. I hit resend on the page, still waiting. Honestly, if they're not going to be timely with it, they shouldn't make it a requirement.
