Paypal here login issue

I'm stuck in a loop trying to log into the PayPal here app. Been trying to resolve this problem for a while now.

It asks me to 'apply', which I do and i'm then instructed to log into the app. Then when I log in it asks me to apply again?

My account does not have any limitations on it. Does anyone know what the issue is here?

I am also in an endless loop when I try to login to PayPal here app. First I had to disable my fingerprint log in because every time the fingerprint came up it would not log in but now it just returns back to the login screen.
