I called Paypal support. They told me to send them the name change court ruling and i did, along with my state issued ID and bank statement, scanned. They sent me a message on Paypal once i submitted the info and mailing them back, telling me they have forwarded the issue to the relevant department and that it would take a maximum of 72 hours to resolve it, but it has been a week and there has not been a change.
