Did you have either a negative balance OR failed bank transfer around the time you lost the use?

Yes, I had the latter happen to me. I don't know how to fix it as my resolutions tab is still blank.

Normally when you pay a seller and use your bank account as a funding source, paypal will credit the seller upfront for you and paypal will take the wait for the funds to transfer to pay them back.
However if you have a failed payment then paypal often remove your right to use your bank account for future transaction as they are not prepared to 'front payments' upset for you if you are at risk of not being able to pay them back again.
