Paypal W8Ben form / SSN / Nationality problem

Hey guys!
I wanted to fix a problem I realized that's outdated.
I am a foreign person with a USA Paypal account and seems paypal ask for my SSN wich I do not have as I am a foreing person with a US Bank account. 
I wanted to fix that status and provide paypal with the W8Ben form.
But I can't find the way to fix the nationality problem, neither the way to submit the w8ben form.

I've try to look for some customer service but won't help.
Any ideas?

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
However that does not mean you can use a U.S account if you don't live in the U.S, it will never work properly for you as you are now finding out.
