Do we have a test account to carry out paypal transactions?

You can create test (sandbox) accounts at https://developer.paypal.com.

These accounts can be used with API sandbox endpoints and with https://sandbox.paypal.com.

You can create a seller account and at least one buyer account, and you can go through the entire process of checkout with your integration to see both perspectives.
