Payments to PayPal not being processed

My payments being made to my balance on PayPal are not being processed and I'm getting a email saying that the bank declined it. Problem is my bank has no record of PayPal requesting/processing the monthly payment. It has happened 4 times over the last month and get no where with PayPal. My bank account has been linked and verified. In fact after the payment doesn't get made on PayPal's end, the account is deleted. Tried using my debit card to the same bank and same account and same thing.
It is annoying how they don't want to work with me on this and just don't understand the issue. Tried the chat function and got sent around to 3 different people when the person I was chatting with ran out of excuses.
They are unwilling to help nor resolve this issue. Anyone have any advice or dealt with a similar situation?
