PayPal won't change the name on my business account

Hello,

I hope someone can help me because Paypay won't respond to my emails. When I signed up for an account, I discovered someone in my org had already signed up and the account has her name on it. I followed all the steps--uploaded the info they requested and got an email saying the name change would take place in 3-5 business days. that was 2 weeks ago. I've sent another email but no response. 

 

I'm wondering if I should just close the account and start over. 

 

I called but hung up after being on hold for 20 minutes and for some reason the chat option is not available to me.
