PayPal needs to confirm it's you issue.

So, I have a 100% verified PayPal business account with my mobile phone, work phone, verified email, verified bank, verified identity, verified everything. When I go to send my payment to one of our clients that loves out of country, I get prompted with the message saying "We need to verify it is you" I click ok, and it shows in text, "send a text to +1***-***-****. Once I click OK, it says sorry we can't verify it's you, try another way. Ut doesn't even give me the chance to enter a verification code at all. It also doesn't send me the code regardless. It then proceeds to lock my account, making it unable to make any sort of purchases. Note: We are a business, we have employees expected to be paid, as well as payments to send out to our vendors. Please let me know if you've had this problem, and or know a fix to it. Thank you all for your time!
