PayPal issue

I have updated my new address and had old address removed from account. However, PayPal continues to ship my items to old address! I can’t get through a live representative. I sent messages through chat and that has been unsuccessful. Now I’m reaching out to the community. Why can’t I speak with a live person this is so frustrating?
