PayPal failing to authenticate

I tried to withdraw money from ClipClaps app. After a day the declined the withdrawal and show me the message. “ PayPal failing to authenticate”. Another thing is normally my paypal balance is not showing when I logged into my account. Please be kind enough to arrange necessary arrangement to solve my problem asap. Thanks with regards
