So, my paypal account is stuck in business mode, as I was trying it out to see what was different, and overall I really don't want it, but the Skip and Do it Later Button just refreshes the page.
There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.
Click help / contact bottom left of Paypal pages for options available for your country.
