Partial account blockage!

Please help, I am switching to a new bank, which was added to my account over a week ago, I want to cancel my old card in PayPal, and add my new one, but I cannot access my money page more than a few seconds, pops up a page that says:” page cannot be found” “We cannot process your request at this time, please try again later” I have been trying to get this rectified since TUESDAY.....I cannot open my settings page to cancel my account either?....... PayPal says it’s my mobile reception, but I haven’t accessed my account from anything but a mobile phone for at least 8 years...... anyone have a clue?
