This a.m. I made a $52 purchase. The merchant sent me an invoice for $52. When I paid with PayPal I found that I was charged $59. I cannot reach PayPal by phone. I sent a message to the PayPal help center. The response I received was poorly written but it basically states that PayPal cannot explain the overcharge and also stated that there was NO currency conversion charge because both myself and the merchant are in the USA. The merchant states that he only charged me $52. What recourse do I have with PayPal? Thanks.

Click on the transaction and using the report a problem link bottom of that details page report a billing error.
Advice is voluntary.
