Ongoing notification tells me I have to provide more documents to confirm my identity...

I have had this message (under the bell symbol) for over a year. Maybe two? It says: 

 

"To help keep your account secure, please provide documents that confirm your identity. If you’ve already added them, thanks. We’ll email you once we’ve reviewed them."

 

I click on the "provide docs now" and get this message: 

 

"We’re reviewing your documents

Thanks for providing your documents. You should hear back from us pretty quickly, but in some cases, it could take up to 2-3 business days."

 

I did provide the documents a while back. In a constant holding pattern. Anyway to this done once and for all?

Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

Contact customer services ? Really.  HOW ?  That is IMPOSSIBLE without a cell phone. 
It cannot be done. You have to be logged in first, but you can't log in without a phone.
