When I turn off One Touch in my security settings and I go to make a purchase it still logs me in automatically. Only if I logout of paypal does it break it.

Not sure what browser you use but try this.
I go to the 3 horizontal lines top right of my laptop > options > security and privacy > forms / passwords > leave the tick in 'ask to save passwords and logins for websites' > click on exceptions > add paypal to that list.
Advice is voluntary.

PayPal email me these instructions, but they a not exact
Log in to your PayPal account.
Click Profile.
Click Log out of all devices.
We did finally find where to turn Off/On One touch.
Login to your account, click the gear wheel upper right, goto profile, then setting.
Look for this "Stay logged in for faster purchases Manage devices and browsers where you've opted to stay logged in."
