Old mobile phone, not being able to go to settings to change

When i log in with password it asks to send an SMS or call to mobile but that phone is not in use and I can not go further into my settings to change the number. Also there was a rejected payment on my card from Paypal, and there's no other way to contact you, other than here? Terrible!!! Please help!
