Oh yes, and the e-mail message

And one other thing:  To check my identity, PayPal told me it would send me an e-mail message with a temporary number.  No such message ever arrived.  Not in my inbox, and not in spam or trash either.  So I checked the e-mail address in my PP profile:  it is golden.  Why did I not get a message?  And why, when I try to reach Customer Service at the number PP gives on its site <removed>, do I get the message “You have reached a non-working number”?
