Notification keeps asking for address proof, dashboard says OK. Account was limited :(

Dear all,

Please help me with this case. My account was limited because Paypal said they need me to submit one more paper to prove my address is legit. But there is absolutely no way to upload my file. Each and everytime I navigate from notification, to dashboard, to message center, to resolve center, no way for me to upload my file. 

In my dashboard, it says everything was green checked. What should I do now? 😞
