Not recieving payment from smart phone sender

Someone sent me money through my email address on their smart phone, but they get: Payment Pending, and that I don't have an account with PayPal?

I've had the account for a decade, and I've received payments from many other people.

Is this a new or common thing?

Has something changed?

Sounds as if they made a typo entering your email address for payment.
