Not getting security code sent to my phone

I'm trying to add a bank account and to do that I need to confirm by having Paypal send me a security code to my phone. I have tried many times but I'm not getting the code. When I try to contact their customer support, I also need to confirm that it's me by a security code, so I can't contact them. What to do?
