Not being able to transfer from paypal to card

hi i’ve not been able to transfer from paypal to me card. or even spend any money. it’s coming up as needing to confirm my id however when i press that it says i already have. i just called a number i was given with my code and i just want to make sure i didn’t get scammed. i was told they’re having technical issues. is this true?

Yes in your country lots reporting techie issues.

They have gotten around it by using the APP as it seems to only affect the computer browser.
