Anybody got on the phone with Paypal during Covid19?or Email?

I'm trying to recover a password from an old account to which I don't have access, old phone number, old bank account.

I've been told that can be solved ONLY over the phone, BUT the phone line is closed.

Any other solution? 

I spoke with few agents over chat, I've wrote to them on facebook page messenger, nothing, only Phone.
