Not Able to add bank account and not able to recive local payments

Hi, 

1- I am not able to add my account details, once I am adding account getting error message "" We're sorry. We're not able to process your request right now. Please try again later.""

2- Not Able to receive local payments, why? if some one try to pay me then getting error "

"We can’t complete this transaction. The recipient has exceeded the receiving limit and must provide more info to lift the limit."

Any one have correct answer how can I fix my problem?
