How do I cancel PayPal for good

In this order:

 

1. Zero out your PayPal balance.

2. Cancel/Deactivate all automatic payments: 

https://www.paypal.com/myaccount/autopay/

4. Make sure there are no open disputes or account limitations/problems to resolve.

5. Remove all financial information (bank account, cards, etc).

6. Go to Account Settings (cog icon) > Account Options > Close Account
