No utility bill or bank account

I have provided my ID and social security card do I have to provide other documents to confirm my identity or will those 2 work ?

If PayPal is also asking for proof of address, then you'll need to provide utility bill, bank statement or credit card statement.

So they want all the documents they ask for? I thought maybe they just wanted one of them I provided 2 of 3.
