No option to close paypal account ???

So, I like to close my paypal account.

I tried:

1. Click the Settings icon next to "Log Out."
2. Click Close your account under "Account options."
3. Enter your bank account number if requested.
4. Click Close Account.

But..... there is no Close your account button!! 

I’ve got a merchant account.

How can I close my account?
