Newbie trying to send money

I don't have a cell phone. I thought it still set up an account with my card. Now when trying to send money it still ask for a cell number to confirm. Am I able to use this system or not? If so, how? After taking my card information, I got two messages saying that I was confirmed.What do I do next?
