I cant can't seem to loft log into my old PayPal account, I have a balance that I'd like to withdraw from my old account, and put to my new one, or are at least withdraw from my old account and put it into my bank... Any suggestions?

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US and select the PAYPAL GUEST option since you are locked out of that account.
