Need help w/ phone # authorization

I need help with confirming my phone number. Every time I try to send the code it never sends to me. I’ve tried for a couple days now. Sometimes it locks me out of doing it for awhile even. The codes are just not sending to my phone and I know it’s the right number.

Is it a U.S phone and are you a resident in the U.S with a U.S paypal account.
