Name changed on account but still sending to old name

Hi, I had my name changed on account by sending documents etc. However, I purchased something from a website that I hadn’t seen before and they are sending products under my old name.

yesterday I was on the chat with PayPal and they told me it was pre existing registration on the website, however like today’s website they didn’t have my records back then!

i have a real problem with the name that upsets me, so I need to get rid of it.  There is nothing on the settings that I have with my old name on, so I just don’t get it.

you can’t speak to anyone the phone number is dead, messaging isn’t working and it seems you can’t goo on chat today.  
anyone know what I can do?
