Name change (full name) not possible as it's considered an account takeover

Has anyone managed to successfully change their full (first and last) name in their PayPal account? I followed the instructions uploading the required documents (government photo ID, utility bill, change of name certificate), but was then told by Customer Service (via Message Centre) that because the full name is different, it would be tagged as an account takeover and PayPal do not allow (or is incapable of doing) this.
Their solution was to close the account and create a new one in the new name.
