My personal email was sent a receipt for a large charge to a CC? Can't reset password to review

Hi there,

 

I use a separate email account for Paypal, and recently got an email to my primary email account that a large ($1000+) charge was made to a credit card, the receiver being a medical company in another country. I tried to see if an account was made w/ my primary email by creating an account with said email, and there appears to have been, as I cannot create a new account. I then try to ask for a password reset, but get an error message that it cannot be done and to try again later. I've tried several times the past few days and get the same error message. Trying to understand what is going on, and how I can get into this account to make sure nothing fishy / fraudulent is going on?
