My paypal account it's stolen!!! need help quickly!

Hello I need help! Someone entered to my paypal account and changed the email and password! A scammer stole my account!! I need help recovering my account quickly! the scammer is trying to do multiple refunds in my account and trying to scam other people

I need to know if there is any chance to deny a refund? this scammer person is trying to refund my old payments and now it's affect to other people's account 

please please I'm desesperatly in needing of help quickly!

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?
