My account has been limited twice!

Hi, my account has been limited. The limitation was taken off on April 3rd and was put back on April 10th. Exactly a week later. Why is this? I have provided all the information and have emailed constantly, with no response. Please help. What can I do to lift this limitation. Also when it says to Provide proof of delivery and to choose from the drop down menu, there is no drop down menu of transactions. Help.
