Money of deceased sibling on her PayPal account

My sister has money left on her PayPal account which was not withdrawn before she passed away last February 2019. Since she is single her beneficiary are our parents who are seniors. I am wondering how our parents can claim it. What are the requirements? Our parents are already 78 and 87 years old and need those badly. I would greatly appreciate the advise.Thank you.

Link worked fine for the person that posted the thread who is in Canada as it was a Canadian link.
