Paypal is country specific so if you try and use it internationally they will want to know it is you and not a scammer that has hijacked it from another country. So they verify it by sending a text to your paypal registered phone.
If you don't have it then you may have to call them and verify using your security questions but unlikely you will get through as most phones are non operational due to covid.
You can try sending a message but that sadly may not work for verification of i.d.
