Mobile phone not receiving "confirmation code"

Located in Canada. Phone never receives the code. 9/10 it straight up fails and says "We're having some trouble completing your request. Please try again shortly."

Hi @Galapegus,
Welcome to the community. Sorry to hear you are not receiving these messages. PayPal can only message mobile phones that are able to receive short code messages. If your number is correct on PayPal, we would suggest calling your mobile carrier to see if they accept short code messages.
It may also be worth removing and re-adding the number. Hope this helps,
