WHY IS IT THAT I HAVE NOT RECEIVED MY NEW CARD AFTER I WAS TOLD TO RECEIVE IT WITHIN 7/10 DAYS? AM STARVED DAILY, I CAN BUY OR USE MY CARD AND NO ONE TO HELP ME DESPITE I TRIED SEVERALLY TO GET A HELP AT PAYPAL

Click help / contact bottom left of Paypal pages for options available for your country.
